data-toggle=\"modal\" data-target=\"#pbukPopup\">Green Card System<\/a> operating since 1 January 1953, is to ensure that victims of traffic accidents can receive the compensation they are entitled to for the damage caused by the driver of a vehicle registered abroad; and that motorists are not forced to purchase MTPL insurance at the border of each country they data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The System Members achieve this goal by creating, based on regulations of the UN Geneva Recommendation (Recommendation No 5 on Insurance of Motorists Against Third Party Risks \u2013 25.01.1949), a system of bilateral agreements under which the International Insurance Certificate (Green Card) is recognised by the governments of the countries, whose National Bureaux are Members of the System \u2013 without additional formalities and fees \u2013 as proof of the existence of MTPL insurance in accordance with insurance law applicable in their country.<\/p>\n<p>The System is managed by the <a href=\"http:\/\/www.cobx.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Council of Bureaux<\/a> established by the <a href=\"\/en\/green-card-system\/national-bureaux\/\">National Bureaux<\/a> of the System Member states.<\/p>\n<p>The Green Card System is, essentially, a European system; it consists of almost all European insurance markets except Kosovo as well as the insurance markets of Azerbaijan, Iran (suspended as of 1 January 2024, Morocco, and Tunesia. The fundamental condition for joining the system is the existence of compulsory MTPL insurance in the candidate country, as well as the establishing of a National Bureau representing the given insurance market.<\/p>\n<p>Currently the Green Card System consist of 43 National Bureaux.<\/p>\n<p>Under the <a href=\"#\" class=\"pbuk-popup-link\" data-popup-type=\"OC\" data-toggle=\"modal\" data-target=\"#pbukPopup\">Multilateral Agreement<\/a><span style=\"padding-left:5px\">operates<\/span> within the Green Card System framework, drivers of vehicles registered in countries whose National Bureaux are Signatories of the Agreement may travel on the territories of those countries without a Green Card.
